WhatsApp is changing how it charges for messages

10 Sep, 2026

What's different from 1 October 2026 — and what it means if you run support, alerts, OTPs or campaigns on WhatsApp.

Meta's WhatsApp Business Platform is changing how it bills messages starting 1 October 2026. The core shift: WhatsApp moves from billing per 24-hour conversation to billing per individual message you send. Here's what changes, in plain terms — with Sri Lanka's converted rates.

The one thing that actually changes

Everything below flows from this single switch in how Meta counts what you send.

Until 30 Sept 2026

Free-form replies inside the 24-hour service window don't cost anything, no matter how many you send.

From 1 Oct 2026

Every delivered message is a billing unit — after the first 1,000 free per phone number, each month.

What each message category costs now

Four categories, four different stories.

CategoryBeforeAfter 1 Oct 2026
ServiceFree, unlimitedRs 0.66 / msg past 1,000 free
UtilityRs 3.71 / msg (old APAC rate)Rs 0.66 / msg (▼ 82% for Sri Lanka)
Authentication (OTP)Rs 3.71 / msg, one rateRs 0.66 domestic · Rs 47.25 international
MarketingRs 24.02 / msgRs 24.02 / msg — unchanged

Messages, not conversations

Meta counts every outbound bubble your agent sends — not the customer chat as a whole. The same conversation can cost several times more depending on how a reply is split.

Split into four replies

"Hi!" · "Can you share your order number?" · "Thanks" · "Let me check that" → 4 billable service messages

Bundled into one reply

"Hi! Sure — could you share your order number so I can check it?" → 1 billable service message

Sri Lanka's rate card, in rupees

Converted at ≈ Rs 328.14 / USD. Sri Lanka moves out of the "Rest of Asia Pacific" bucket into its own market on 1 Oct 2026.

≈ 36×A marketing message costs about 36 times more than a service or utility message in Sri Lanka — that's the number to meter carefully, not the support inbox.

What this means day to day

  • Ordinary support replies stay cheap — 1,000 free per WhatsApp number every month, then about Rs 0.66 each after that.
  • Utility and domestic OTP messages actually got cheaper for Sri Lanka — roughly an 82% cut from the old regional rate.
  • Marketing is the line to watch and meter carefully: at ~Rs 24 a message, it's the category that can run up a bill fast.

Figures reflect Meta's published Sri Lanka rate card effective 1 October 2026, converted at ≈ LKR 328.14 = USD 1. Meta finalises country rate cards by 1 September each cycle — confirm exact figures against Meta's official WhatsApp Business Platform pricing page before quoting customers.
